Give the Water Tax a Go?

In a recent Associated Pressarticle, ”NJ may weigh new water tax to pay for open space,” the upcoming election ballot will ask voters if a tax of 40 cents per 1,000 gallons of water, equating to $32 per year for the average household, should be instituted.

This comes just after this past November, voters approved a $200 million land preservation loan, which will run out in two years. 
This water tax would make the open space program permanent and put an end to borrowing for preservation. It will also allow $150 million in annual pay-as-you-go funding. 
As far as I see it, if $32 puts an end to state loans and helps protect our beautiful environment, why not go for it?
